AdvoKC Foundation in partnership with Voice of the East has released “From Promise to Progress: The Three-Year Journey of the Soludo Solution,” a detailed performance report evaluating Governor Charles Soludo’s performance against his campaign promises since his inauguration in March 2022.
The report is based on findings from Soludometer, a dedicated promise tracking project on AdvoKC’s Promise Tracker NG. Launched in March 2022, Soludometer systematically tracks and assesses the status of key promises with high socio-economic impact made by Governor Soludo. Using a data-driven approach, the report presents a sector-by-sector breakdown of the administration’s progress, highlighting promises that have been kept, compromised, or broken.
The report reveals a mixed performance across key sectors of governance in Anambra State. In Economic Development and Transformation, only 31.6% of promises were fully kept, while 52.6% were broken, highlighting major setbacks in infrastructure projects such as the construction of flyovers in key cities, the establishment of an inland dry port in Onitsha, and the expansion of reliable power supply. Similarly, in Social Justice and Human Development, while 42.9% of promises were fulfilled, 28.6% were broken, with critical gaps in mass literacy programs, social safety net policies, and women’s economic empowerment initiatives.
In the area of Governance, Rule of Law, and Institutional Reforms, 41.7% of promises were kept, including strides in digital governance and land administration. However, 33.3% of commitments were broken, such as the failure to fully operationalise fiscal transparency laws. Environmental Sustainability and Climate Action saw the best performance, with 50% of promises kept, but major concerns remain over unfulfilled flood control projects.
Overall, the report underscores significant progress in governance and digital transformation but also highlights the urgent need for accelerated implementation of key projects, especially as Governor Soludo enters the final year of his first term. While the Soludo-led administration has recorded notable successes in areas such as digital governance, education reform, and industrial development, the report underscores the urgent need for accelerated implementation of key policies and projects as the governor enters the final year of his first term.
As Anambra State prepares for the 2025 elections, this report serves as a crucial resource for voters, policymakers, and stakeholders in assessing governance performance and making informed decisions. The report calls on the government to prioritise unfinished commitments and ensure tangible progress before the end of the tenure.
